I have reinstalled Lite 3.0, noticing, again, the lack of Ubuntu Software Center or derivatives. What would you suggest I install?

Have you used 3.2?
You can use 'add or remove software' from the menu. It is Synaptic.
Linux-Lite is trying to keep this OS super simple. I help the elderly
and have adopted this OS for install on all I help. It makes it very
easy for the illiterate to run this OS. Too many options removes
the simplicity.
Just my two sense (cents)...

And not to forget Lite Software, an excellent collection and easy tool to install additional software!
You can find it in the menu. I would recommend first having a look there, and only if your software needs are not satisfied by Lite Software to move on to Synaptic.
Hope that helps :)
